GetAFreelancer.com is a portal where buyers can outsource projects by posting their requirements and selecting a service provider.  It works thru an open bidding process, but the buyer doesn't simply have to choose based on the lowest bid.  Many times a provider's reputation is also considered.  Registration is free and users can search and bid on a variety of projects from freelance photography to web design to IT programming.

Another source for freelance photography work is ContractedWork.com.  While users are charged a monthly fee for this service, there are usually more opportunities for photographers on this site.  Projects are based all over the United States and the world.

CraigsList.org

Many people have heard of Craig's List as a free alternative to eBay.  It's a great resource for freelancers to advertise their services locally.  There are a couple areas where providers may post.  One is within the "Gigs" section.  The other is within the "Services" section.  To navigate, first choose the county you reside in or a city and state if you live in the United States.  Under the "Gigs" area, freelance photographers are most often posting under "Creative" and "Talent".
